Caerphilly County Borough Council has unveiled its draft Local Investment Plan (LIP) for March 2026, outlining how the county borough intends to maximise investment through the Welsh Government’s new Local Growth Fund (LGF).

The LGF replaces the former UK Shared Prosperity Fund and will deliver £547 million across Wales over the next three financial years to support local economic growth, employment, infrastructure and business development. Caerphilly County Borough has been allocated an indicative £8.84 million for 2026/27.

The plan focuses on three key priorities: supporting productive and competitive businesses, increasing skills and employment opportunities, and improving regional infrastructure.

The investment plan has been shaped by extensive engagement with local stakeholders and reflects both the opportunities and challenges facing communities across the county borough.

Despite its strong sense of community, rich heritage and growing business base, Caerphilly continues to face significant economic inequalities, particularly between the south of the county borough and the Heads of the Valleys area. The Local Investment Plan aims to tackle these disparities by targeting investment where it is needed most.

Proposed business support measures include capital grants for small and medium-sized enterprises, support for start-up businesses in high-growth sectors, investment in green technologies and assistance for firms adapting to decarbonisation targets. The plan also aims to unlock land for development and create new business units to address the shortage of suitable commercial premises.

Investment in people and skills will focus on helping residents gain qualifications, retrain for emerging industries and access employment opportunities. Particular emphasis will be placed on supporting young people at risk of becoming NEET (Not in Education, Employment or Training), tackling economic inactivity and helping workers transition into lower-carbon sectors.

The plan also outlines major infrastructure ambitions, including town centre regeneration, improved active travel routes, enhanced digital connectivity and energy efficiency programmes to help tackle fuel poverty.

“While we continue to face significant economic challenges, particularly in some of our most deprived communities, this plan is about investing in our future — creating better jobs, improving infrastructure and ensuring people have the skills and support they ned to thrive.”
