The original proposal was for all home to school transport for Primary and Secondary pupils to fall in line with the statutory distance criteria determined by Welsh Government.
However, earlier this year it was agreed that Primary School pupils, who live more than 1.5 miles away from their school, will continue to receive free transport.
This decision was shaped by feedback following a major consultation on proposals to change the way the council provides Home to School Transport from September 2026.
Over recent months detailed safe route assessments have been completed by independent specialists to inform the final decision on Secondary School transport.
The matter will be considered by a meeting of the Scrutiny Committee on Monday 8th September, before going to Cabinet on Wednesday 17th September for a final decision.
Leader of Council, Cllr Sean Morgan said, “The community welcomed our decision earlier this year to retain the current arrangements for Primary School pupils, which clearly demonstrates we listened to the feedback received during the consultation.”
“Before considering making any changes to Secondary School arrangements, we wanted to ensure that robust safe route assessments have been completed, so that we fully understand the overall picture,” added Cllr. Morgan.
Caerphilly is one of only two local authorities in Wales still providing transport above the statutory minimum. Implementing changes to Secondary School in line with the statutory minimum could mean a saving of more than £1.3 million.
