Cwm Taf Morgannwg Llais: Call for feedback from Hirwaun Residents

Llais is considered a “quango” (quasi-autonomous non-governmental organisation). It is a non-departmental public body (NDPB) of the Welsh Government, established to operate independently while being funded by the government and having statutory responsibilities. It replaced Cwm Taf Morgannwg Community Health Council

The current members of the Llais Board and their roles are as follows:

  • Professor Medwin Hughes – Chair of the Board
  • Grace Quantock – Deputy Chair
  • Alyson Thomas – Chief Executive
  • Jack Evershed – Non-executive Board Member
  • Karen Lewis – Non-executive Board Member
  • Jason Smith – Non-executive Board Member
  • Bamidele Adenipekun – Non-executive Board Member
  • Rajan Madhok – Non-executive Board Member
  • Barbara Harrington – Non-executive Board Member

These individuals are responsible for setting the strategic direction of Llais, providing oversight, and ensuring the organisation delivers on its statutory duties to represent the public’s voice in health and social care in Wales

Throughout June, the Cwm Taf Morgannwg Llais team will be in the Hirwaun region to hear people’s views of Health and Social Care services.

They will use your feedback to represent your views and experiences to Cwm Taf Morgannwg University Health Board, local authorities and Welsh Government.

Llais representatives will be visiting:

  • Hirwaun YMCA on Tuesday 3rd June between 9.30am – 12pm
  • Hirwaun Library on Tuesday 10th June between 2.00pm – 4pm
  • Hirwaun YMCA on Friday 13th June between 11.15am – 12.15pm
  • Hirwaun Village Hall on Wednesday 18th June between 1.30pm – 3.30pm

  • About the Cwm Taf Morgannwg Llais Team
  • The Cwm Taf Morgannwg Llais team is part of a new, independent statutory body called Llais, set up by the Welsh Government to represent the voices of people in Wales regarding health and social care services. Llais operates regionally, and the Cwm Taf Morgannwg team specifically covers the areas of Bridgend, Rhondda Cynon Taf, and Merthyr Tydfil.
  • Llais’s regional teams are made up of staff and volunteers who focus on:
  • Leadership, engagement, and representation within local communities
  • Gathering and sharing people’s views and experiences of health and social care
  • Providing advocacy and support for complaints about health and social care services
  • Working closely with local health boards, local authorities, and community groups to ensure the public’s priorities are heard and acted upon.
  • The team’s work is informed by direct engagement with residents, aiming to identify and address the issues that matter most to local people. They also provide an independent complaints advocacy service, helping individuals raise concerns about health and social care services.
  • Why Llais Replaced the Cwm Taf Morgannwg Community Health Council (CHC)
  • Llais replaced the former Community Health Councils (CHCs), including the Cwm Taf Morgannwg CHC, on 1 April 2023. This change was part of a wider reform under the Health and Social Care (Quality and Engagement) (Wales) Act 2020.
  • Key reasons for the replacement:
  • Broader Scope: Llais was established to represent people’s voices not just in the NHS but across all health and social care services, expanding the remit beyond what CHCs covered.
  • Strengthening Representation: The new body was designed to enhance the influence of the public in shaping health and social care services, ensuring that people’s experiences and priorities directly inform service planning and delivery at local, regional, and national levels.
  • Independence and Inclusivity: Llais is an independent and inclusive organisation, aiming to reach and represent a wider and more diverse range of people, especially those whose voices are less often heard.
  • Modernisation: The move to Llais reflects a modern approach to public engagement, with a focus on digital accessibility, flexible volunteering, and transparent governance.
  • Transition and Continuity:
  • Llais has built on the work of the former CHCs by taking forward their priorities and concerns. Each CHC shared with Llais the key issues and areas they believed should continue to be addressed, ensuring continuity and a smooth transition for ongoing advocacy and representation.

    In summary, the Cwm Taf Morgannwg Llais team is the new statutory body representing the public’s voice in health and social care in the region, established to provide stronger, more inclusive, and broader advocacy than the former CHC, reflecting the evolving needs of communities in Wales
