Calls for new guidelines and an independent audit of Labour Welsh Government procurement card spending

Responding to the latest Welsh Government procurement credit card spending data revealing a number of eyebrow-raising purchases, Andrew RT Davies MS, Leader of the Welsh Conservatives said:

“The Labour Welsh Government are literally dining out on the backs of taxpayers as ministers complain of tight financial constraints and NHS waiting lists balloon for six consecutive record-breaking months.

“You couldn’t make this up.”

Peter Fox MS, Welsh Conservative Shadow Minister for Finance, added:

“Welsh taxpayers’ money deserves far more respect than this and should be used responsibly.

“We need new guidelines for what is appropriate spending and a full independent audit of all procurement card spending.”

What is the maximum amount for spending on the procurement credit card for marketing services, before the marketing product is put forward for tender?

Procurement limits are consistent across all types of spending by the Welsh Government, for purchases with a value up to £4,999 a quotation from one supplier is required. Unless in exceptional circumstances, where a departure from normal procurement procedure has been approved, purchases with a value of between £5,000 and £24,999 require quotations from a minimum of three suppliers. Purchases above £25,000 are subject to formal tendering processes.  

These limits apply to spending on Welsh procurement cards. However, every procurement card has an individual transaction limit for all spending approved by the department’s head of finance and relevant director. Sixty percent of the active cards have a transaction limit of £5,000 or less. Cards with higher transaction limits are used, in the main, by staff based overseas for travel and items required for running the overseas offices.
