Children, Young People, and Education Committee Flying Start Report says ‘more flexibility needed’
The Children, Young People and Education Committee published the results of their inquiry into Flying Start Outreach on 23 February 2018.
The committee made up of a cross-party group of Assembly Members, and in May 2017, it began a short inquiry into the outreach element of the Flying Start programme.
The inquiry examined evidence that included responses to its earlier consultation on the First 1,000 Days, received additional written submissions and held an evidence session with five organisations. Children in Wales was pleased to facilitate The All Wales Flying Start Manager’s Network in order to provide their evidence.
The inquiry found that, while welcoming recent changes to give council more opportunities to help children outside Flying Start postcode areas, more flexibility is needed to make sure that those most in need are supported.
Chair of the Committee, Lynne Neagle AM, said “We welcome the hard work of those delivering Flying Start services across Wales. Nevertheless, with the majority of children living in poverty falling outside defined Flying Start areas, we believe that more flexibility is needed to allow the programme to reach those most in need.”
