THE NEATH TO ABERGAVENNY TRUNK ROAD (A465) (ABERGAVENNY TO HIRWAUN DUALLING AND SLIP ROADS) AND EAST OF ABERCYNON TO EAST OF DOWLAIS TRUNK ROAD (A4060), CARDIFF TO GLAN CONWY TRUNK ROAD (A470) (CONNECTING ROADS) ORDER 1999, (DOWLAIS TOP TO HIRWAUN) (AMENDMENT) ORDER 201-
AND
THE NEATH TO ABERGAVENNY TRUNK ROAD (A465) (ABERGAVENNY TO HIRWAUN DUALLING AND SLIP ROADS) AND EAST OF ABERCYNON TO EAST OF DOWLAIS TRUNK ROAD (A4060) AND CARDIFF TO GLAN CONWY TRUNK ROAD (A470) (CONNECTING ROADS) (DOWLAIS TOP TO HIRWAUN) (SIDE ROADS) ORDER 201-
NOTICE IS HEREBY GIVEN that the Welsh Ministers propose to make the following Orders:-
1. an Order under section 10 of the Highways Act 1980 to amend The Neath to Abergavenny Trunk Road (A465) (Abergavenny to Hirwaun Dualling and Slip Roads) and East of Abercynon to East of Dowlais Trunk Road (A4060), Cardiff to Glan Conwy Trunk Road (A470) (Connecting Roads) Order 1999 as amended (S.I.1999/2720 and S.I.2012/2092) (“the 1999 Order”) in respect of the length between Dowlais Top and Hirwaun in the Counties of Merthyr Tydfil County Borough Council, Rhondda Cynon Taf County Borough Council and Caerphilly County Borough Council, known as Sections 5 and 6, by
a. amending the line of Sections 5 and 6 as shown by alterations to the deposited plans, including changes to junction arrangements;
b. adding, amending and omitting to the descriptions of the slip roads to be provided in respect of Schedule 2 ; and
c. amending the description of a connecting road to be provided in respect of Schedule 3.
2. An Order under sections 12, 14, 125 and 268 of the Highways Act 1980 which will authorise them to:-
(a) carry out the improvement of highways;
(b) stop up highways or areas of highway;
(c) construct new highways;
(d) stop up private means of access to premises;
(e) provide new means of access to premises;
(f) close highways temporarily and
(g) provide temporary highways
between Dowlais Top and Hirwaun in the Counties of Merthyr Tydfil County Borough Council, Rhondda Cynon Taf County Borough Council and Caerphilly County Borough Council; and
providing for the transfer of the new highways to Merthyr Tydfil County Borough Council, Rhondda Cynon Taf County Borough Council and Caerphilly County Borough Council as from the date the Welsh Ministers notify those Councils that they have been completed and are open for through traffic.
COPIES of the draft Orders and the associated relevant plans, explanatory statement, the Environmental Statement (ES) for Sections 5 and 6, Non-technical Summary, ES Determination Notice, Statement to Inform an Appropriate Assessment (SIAA), Stage 3 Scheme Assessment Report, the Environmental Statement for the A465 Abergavenny to Hirwaun Dualling, the 1999 Order and associated plans, the 2012 and 2014 Amendment Orders and associated plans may be inspected free of charge at all reasonable hours from 13 July 2017 to 07 September 2017 at the following venues:

Any person may not later than 07 September 2017 object to the making of either of the Orders by notice to the Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ quoting reference qA1243569 and stating the grounds of objection.
