ABERNANT SPEED LIMIT ORDER PEDESTRIAN CROSSING AND TRAFFIC CALMING MEASURES

(SPEED LIMIT) ORDER 2017, (PEDESTRIAN CROSSING AND TRAFFIC CALMING MEASURES) NOTICE 2017
NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council propose to make various Orders under Sections 1, 2, 4, 23, 81, 82, 83 and 84 of the Road Traffic Regulation Act 1984 (“the Act”), after consultation with the Chief Officer of Police in accordance with Section 23(2)(a) of the said Act and having notified the National Assembly for Wales in writing and of all other enabling powers, the effect of which will be to:
1. Introduce a 20mph speed limit on the streets identified in Schedule 1
2. Introduce a Puffin Pedestrian Crossing on a raised plateau at the location specified in Schedule 2
NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council propose under
Sections 90A, 90C and 90G of the Highways Act 1980, the Highways (Road Humps) Regulations 1999 and the Highways (Traffic Calming) Regulations 1999 and all enabling powers, to implement the following:
1. Full width flat top road humps to be provided at, or within the vicinity of the locations specified in Schedule 3
A copy of the relevant documents may be inspected during normal office hours at the Principal Offices of the Rhondda Cynon Taff County Borough Council, The Pavilions, Cambrian Park, Clydach Vale, Tonypandy, CF40 2XX and Aberdare Library, Green Street, Aberdare, CF44 7AG until 26th June 2017
Objections to the proposal together with the grounds on which they are made must be sent in writing to the Traffic Manager, Sardis House, Sardis Road, Pontypridd, CF37 1DU by 26th June 2017.
S CHEDULE 1 – 20mph Speed Limit
No person shall cause or permit any vehicle to travel at a speed in excess of 20mph on the following
lengths of roads in their entirety:-
a. Wellington Street from the Abernant roundabout location in a westerly direction for approximately 237 metres
b. Abernant Road from the Abernant roundabout location in a northerly direction for approximately 23.5 metres
c. Abernant Road from the Abernant roundabout location in a southerly direction for a approximately 83 metres
d. The entire length of the un-named road leading off Wellington Street approximately 164 metres north of its junction with Abernant Road
SCHEDULE 2 – Puffin Pedestrian Crossing on a raised plateau (minimum height of 25mm and maximum height of 100mm)
Wellington Street approximately 75 metres west of its junction with Abernant roundabout, Aberdare
SCHEDULE 3 – Full Width Flat Top Road Humps
( Minimum height: 25mm and no higher than 100mm)
To be provided at or within the vicinity of the following locations (measured from the centre point of the roundabout):
1. Wellington Street
a. Approximately 20 metres west of its junction with Abernant roundabout
b. Approximately 125 metres west of its junction with Abernant roundabout
c. Approximately 205 metres west of its junction with Abernant roundabout
d. Approximately 271 metres west of its junction with Abernant roundabout
e. Approximately 340 metres west of its junction with Abernant roundabout
2. Abernant Road
a. Approximately 17.5 metres north of its junction with Abernant roundabout
b. A pproximately 68.5 metres south of its junction with Abernant roundabout
