Discussion Paper: The Governance Challenges Posed by Indirectly Provided, Publicly Funded Services in Wales
The Auditor General for Wales has released this paper in the hope that by stimulating debate, it will help to spread good practice, generate new ideas, support beneficial change and so contribute to the good governance of public services in Wales.
The paper explores emerging trends and poses questions. Its objective is to prompt discussion amongst public service leaders and stakeholders about how to identify and learn from existing good practice, recognise potential problems and strengthen governance frameworks in order to ensure that the conduct of public business in Wales by all individuals and entities:
a) demonstrates appropriately high ethical standards;
b) meets public expectations;
c) underpins efficient, economic and effective service delivery; and
d) safeguards public resources and the well-being of future generations.
