Temporary Path Closure & Barriers at Level Crossing

By way of an update on the current closure of the above path/level crossing. I have been informed that Transport for Wales sent out to the attached update to the community, stakeholders and local members to keep them aligned to the level crossing situation. Additionally, TfW has requested a short extension of the existing closure (expiring 3rd October or thereabout), which will require Welsh Government consent. TfW has put the following statement together setting out their reasons for needing the extension to be submitted by the Council to the Welsh Government:

“Following significant safety improvements to Cwmbach fp crossing to meet the modernisation changes to the infrastructure, the new facilities are currently undergoing final safety checks of all of the new signalling systems.

In addition a risk assessment is being processed to provide the operational staff and signallers full knowledge of the crossing and allow appropriate actions to be used and implemented in the event of any failure to these new systems.

Once these assessments and the appropriate training have been completed the FP crossing will be deemed safe to use by the public and following the required approval by the railway Steering Group, immediate notification will be made to RCT.

Due to the current uncertainty factor of an actual date to meet the railway industry compliance requirements, it is considered necessary to request an extension to the current temp stopping up order with the clear view that the fp crossing will be ready to be opened to the public sometime during the early part of October”.

With respect to the barriers, the consultation responses on the suitability of the barriers has been forwarded onto TfW. Hopefully, I will be able to give an official update on the present position shortly.

Level Crossing Alterations: As part of Testing and commissioning, a
comprehensive programme of level crossing risk assessments has been
undertaken. Bruce’s Upper, Glenboi, Quakers Yard, T.A.V.R., Portobello,
Pentyrch and Gelynis Farm level crossings will be closed and replaced with
alternative means. Cwmbach Sidings level crossing will be upgraded to support
the double-tracking in this area.

RHONDDA CYNON TAFF COUNTY BOROUGH COUNCIL
(FOOTPATH 23 CWMBACH) (TEMPORARY CLOSURE) ORDER 2023

NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council have made an Order under Section 14(1) of the Road Traffic Regulation Act 1984 which will have a maximum duration of six months.

The effect of the Order will be to temporarily close the following section of path:-

Footpath 23 Cwmbach

That part of the footpath that commences on the western side of Cwmbach Sidings Level Crossing at Cwmbach Wetlands (NGR SO01700190), continues across the railway to terminate at its junction with Footpath 24 Cwmbach (NGR SO01690199) off Canal Road, Cwmbach

Alternative Route

During the period of the closure, members of the public are advised to use the existing highway network.

The closure is necessary because of the likelihood of danger to the public whilst works are taking place to allow the Railway Authority to carry out essential upgrade safety and modernisation improvements to the existing footpath crossing, involving the installation of overhead line equipment.

The closure is expected to be in operation during the following dates, or until such time as the works have been completed

• From 3rd April to 24th June 2023
