Caerphilly County Borough Council’s Cabinet has approved proposals to introduce enhanced financial support for kinship and connected person carers, recognising the vital role they play in supporting vulnerable children.
The decision follows the allocation of £690,000 agreed by Council as part of the 2026/27 budget and will come into effect from 1 April 2026.
Kinship and connected person carers are relatives or trusted family friends who care for children unable to live with their parents, often preventing them from entering or remaining in the looked after system. Many of these children have experienced trauma and require high levels of stability and care.
Under the approved changes, carers will receive the National Minimum Allowance (NMA) from the point a child is placed with them under temporary approval. Once approved by Foster Panel, carers will also receive a new enhanced allowance of £120 per week per child, in recognition of their caring responsibilities.
The changes will bring greater fairness, help reduce financial hardship for carers, and support better long‑term outcomes for children, while remaining within the approved budget.
