Potholes in new tarmac road surface WHY

The resurfacing of the B4275 back in August by the council has now got a large cavity in it just by the Full Moon public house.
No sooner had the new surface been laid then contractors dig a large section back up there is now a large pothole in the new tarmac
WHY are contractors allowed to getaway with it?

The planned works on the B4275, which is the main route to Aberaman and adjoining villages, are set to take place early this month and are expected to be completed in less than a week subject to the weather conditions.
Works at the route, which runs along Cardiff Road from Tinney’s Roundabout back along the B4275 past the old Welsh school, will be carried out between 9.30am and 3.30pm, and during the evenings.”

Thats simple, poor direction from RTCBC
The rules are clear - Councils can stop utilities digging up road for 12 months after they have been laid but only for planned works - new service conections and emergency works are allowed to be carried out and cant be stopped, so its not bad direction by RCT as I gather there was a leak there, in fact 2 holes were dug within a few days to find the fault
You are of course right, but its bad direction that has allowed the huge pothole to be there...and still there.
All road works have to conform to specific standards and as the Highway Authority for RCT, RCTBC has a duty to ensure that contractors do not leave potholes for whatever reason.
And that includes leeks!
RCTBC are not taking their responsibilities, and pubic duties seriously, as they know that there are few to call them into account!
