Aberdare By-Pass Extension
Posted by Aroundtown from Mountain Ash on the 15th March 2011
Just been reading this, seems good news for the Valley if this can be done to tie up with the Heads of the Valleys work by 2020

Oh good. Now we can all drive up the A470 to Merthyr then onto the A465 to join the A4059 to Aberdare. Well it beats waiting in traffic between Abercynon and Mountain Ash.
What we need are the cross valleys bridges to built at Mountain Ash, you bunch of dim wits.
I agree we need those bridges but at least the top of the Valley is being opened up and hopefully will lead to jobs in the future as good transport links are improtant - though the new crossing in Mountain Ash is also vital
Sounds good to me, if llantwit fadre can have a new bypass so can us in the cynon valley. Especially around mountain ash town hall.
Well there must be an election due? More bullshit churned out for the Labour voters to believe.
No Russell they can’t build a bypass around Mountain Ash because and this is the Labour council explanation, the reason is because they have built Cwm Cynon Business Park you make your own mind up if there is any sense in that.

Back in 2007 the estimated cost for the Aberdare By Pass Extension was over 10 million you can double that and by the time it is started when most of us have past over to the other side and won’t be around to see, the cost will be over 50 million I expect.
They can’t afford 7 million for a simple bridge in Mountain Ash to ease traffic flows let alone build the Aberdare By Pass Extension.
Tonight 16th March 2011 the Traffic was queuing from the A470 just past the Abercynon roundabout to Mountain Ash Bridge.
I just remembered there is an election in May.
Labour said they were going to build the bridges over 20 years ago can you believe them?
Keep voting Labour you know it makes sense

The Aberdare By Pass Extension is largely dependant on the dualling of the A465 Heads of the Valley Road by the Assembly and is also linked to major development proposed for the Hirwaun area. It would not be appropriate to build the Aberdare Bypass Scheme before the A465 dualling is undertaken, because much of the new junction would be removed by the works for the trunk road scheme. Also, the A4059 scheme needs to be designed to tie in to the revised alignment of the A465. Conversely, the scheme should not be built after the A465 dualling because that scheme will rationalise junctions on that route with the three junctions in the Hirwaun area being reduced to one. The opportunity to link into the A465 at the intended junction would, therefore, have been lost. This scheme is particularly linked to the major development site proposed in the Council’s LDP, and is essential for the regeneration of the area. Therefore, whilst this scheme is included in the high priority category, its timing has much less freedom than the others.
how about blow up cwm cynon business park and transfer business to hirwaun as its empty. we have so much empty warehouse space we could hide a space ship.
Mountain Ash doesnt need a by pass, there is no issue with through traffic its traffic turning off the A4059 that queue across the Mountain Ash Bridge and back on to the A4059 that then stops the North Bound movements and grid locks the area.
The Aberdare by-pass extension needs based on the reports to be completed in tandem of the building of the A465 duel carriageway.
I gather SEWTA is funding the Aberdare stuff where there is no funding in SEWTA for the bridge in Mt Ash. There is however a chance of EU money for the bridge but when no one knows.
As for the cost of the Aberdare By-Pass it was £10 million a few years ago so with inflation up to 2020 at most it would be is about £16 million not £50 million!!
but you need to stop the bottle neck at mountain ash, build a bridge across by cwm cynon or miskin and another road across at the new hospital and close the bridge at the town hall.
This will ease up a lot of traffic, its quicker to get to abercynon a470 roundabout sometimes if you go over via baverstocks and down the a470 via merthyr.
I see there is more of our ratepayer’s money going to outside consultants another feasibility study by Capita Simonds this time, how much is that costing?
You have to ask the question do the consultants know where Cynon Valley is? The photograph shown in the press release on their website, is this photograph Cynon Valley? I don't think so.
Are they surveying in the right valley? Looks like Ferndale to me in thier photograph perhaps its not, just where is this bypass going?
Perhaps 3 jobs knows?

It certainly is Ferndale. I took it and the image has been reproduced without permission. They have been informed.
most of the lower half of cwm cynon industrial estate is empty, we have so much empty warehouse space in the cynon vally why not knock some down and build a cross valley link road.
Can anyone explain why Rhondda Cynon Taf Council have paid a firm of consultants to survey a proposed road that won’t be constructed until well after the dualling of the A465 Heads of the Valleys Road? Around 2020
This council has lots of your money to flitter away on mad brain ideas, who is getting rich at your expense?
“The scheme is largely dependent on the dualling of the A465 Heads of the Valleys Road by the Assembly.”
Extension to the existing A4059 Aberdare Bypass.
The scheme will assist with the development of the Robertstown/Aberdare Strategic Site. There is a proposal for mixed-use development at Robertstown and the Aberdare General Hospital Site. There is potential for residential, employment and commercial development which will provide opportunities for regeneration in the area The proposed road will provide good communications between the substantial population of the upper Cynon Valley and the A465. It will open up access to employment opportunities and attract industrial development. It will bring substantial environmental relief to residential and commercial areas and improve road safety. This scheme will provide improved access and assist with the development of the Hirwaun/Penywaun Strategic Site proposed for the Tower Colliery site after coal related operations have ceased, where there is potential for large-scale employment, and some residential use.
The scheme will facilitate large-scale regeneration of the area, and will provide improved safety and environmental conditions for a significant number of residents. The scheme is largely dependent on the dualling of the A465 Heads of the Valleys Road by the Assembly. The scheme would need to be constructed at the same time as the A465 dualling, as the Aberdare Bypass Extension would need to be designed to tie in with the revised alignment of the A465

Didnt the press release say that this road was to be built the same time as the Heads of the Valleys deulling?
If so thats to open in 2020 so I guess work on this new link would start a year or two before then so around 2018, thats only juts 6 years away and with planning, CPO's, stuff to do with wildlife etc it takes that long to get to the stage of building it.
The sooner this is done and the Heads of the Valleys deulled the better!
"Didnt the press release say that this road was to be built the same time as the Heads of the Valleys deulling?"
Press release can say anything don't mean it is going to happen.
“The council intends to develop the project to tie-in with the Welsh Government’s proposed dualling of the Heads of the Valleys road and it is important that the scheme is progressed in tandem with this work so that the dualling scheme can accommodate a new junction on the A465 between Baverstock’s and Hirwaun.”
Unfortunately just like many proposed projects there is no funding available, “Councillor Andrew Morgan, cabinet member for transport, said: Securing this funding is an important first step for this road project”
I am not saying Andrew Morgan, cabinet member for transport is not trying his best but if there is no money it just won’t happen.
A smaller scheme was Southern Cross valley link that just didn’t happen, the scheme has now been reduced to better traffic lights at Mountain Ash. I expect 3 jobs Roberts can afford that scheme out of his small change he keeps in his back pocket.
“4.29 The southern cross valley link scheme was allocated £90k for 2006/07 to enable the CPO to be published. The next programme of European funding will commence in January 2007 for the period to 2013 and work on the composition of that programme is underway. If the scheme is successful in gaining approval construction of the scheme could commence early 2008.”
Project Programme
“4.30 Based upon the experience of Porth Relief Road, the necessary lead in periods have been taken into account in order to meet an early 2008 proposed commencement date. In order to accord with this programme, it will be prudent for the CPO to be published soon. This will allow significant time for the resolution of any objections, the public inquiry, the inspector’s report and confirmation of the orders by the Welsh
Assembly Government.”
Going back to the Aberdare by-pass if and when it happens you can expect longer traffic queues from the pelican crossing and Tesco roundabout north bound, just like Mountain Ash to Abercynon at the moment.
Labour controlled Rhondda Cynon Taf Council were unable to secure funding when Labour were in power at Westminster and the Assembly, they have little chance of any significant funding at this time.
Keep voting Labour in Cynon Valley and you will get more of the same, that’s what you get by having a safe labour seat in Cynon Valley modest inward investment.
Lewis - I dont disagree with you - I think this Andrew Morgan is fighting the case and I gather from the press stuff I have seen he pressed for the Abercynon works now about to start on the A470 - the issue as you say is the lack of funding now and in the future for big works in the Valley.
