Nant Gwawr Flood Alleviation Scheme defects liability period

Andrew Morgan leader of Rhondda Cynon Taf Council your council has spent in excess of £2 million on flood relief and road improvements the Nant Gwawr Flood Alleviation Scheme and Cardiff Road Highway Improvements being part of that work. While it is commended the widening and resurfacing of Cardiff Road has made substantial improvements.
It appears RCTC have had the contractors Main Contractor Alun Griffiths Ltd and or his sub contractor to do remedial work on the road surface. The road in its entire length where the surface now has large numbers of patched areas. With all this patching on a new 40mm thick Surface Course it would be more susceptible to braking up with frost rain etc. Is this getting value for money for ratepayers if the road surface deteriorates in a short time or when the contractor is out of his defects liability period?
You are apparently satisfied with this ad-hock arraignment with the contractor unlike Mountain Ash where RCTC had the whole road resurfaced following work by utility companies.
Looking at the work on the Nant Gwawr culvert the specification on the proposed work for the scheme describes: The project will comprise the renewal of the roof and bottom (invert) of the Cardiff Road Culvert and new inlet and outlet configurations.
Looking at the photograph would you say the bottom or invert of the culvert was replaced? If it were not replaced would that mean a saving for ratepayers of Cynon Valley?


Thanks to support from the Welsh Government’s Flood Risk Management Grant, European Regional Development Fund and Rhondda Cynon Taf Council capital funds is a scheme will be implemented to alleviate historical flooding issues centred around the Cardiff Road Culvert and the down stream watercourses.
The project will comprise the renewal of the roof and bottom (invert) of the Cardiff Road Culvert and new inlet and outlet configurations. Downstream watercourse works will entail increasing the capacity of the watercourses together with erosion/scour protection increasing resiliance too damage during heavy storms. Some existing structures will be modified to enable a more free flowing system with overflow systems also used at critical areas to provide resiliance to blockage. Warning systems will be installed on the new system to provide maintenance teams with advanced warnings of potential blockage.

Risk of localised flooding continues to be an issue during and after the project and RCT CBC Flood Risk Management team continues to work with our partners in the community and the Waste Management and Streetcare divisions of the Council to minimise that risk.
However, the risk of flooding significantly increases where there is illegal tipping of rubbish in and around the streams and culverts. We therefore request that the general public only uses official and legal means for disposal of their rubbish.

Cardiff Road Highway ImprovementsThe Council is proposing Highway Improvement works to Cardiff Road, Aberaman.
It is intended that the works will run in parallel with the flood alleviation scheme to minimise extended disruption to the local area.
The project will comprise carriageway widening between the junctions with Abergwawr Street and Curre Street, traffic management and extensive re-surfacing of the carriageway between Sunnybank Street, junction of Lewis Street and Mount Hill Street.
