DESIGNATED DISABLED PARKING BAYS) ORDER 2017
NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council have made various Orders under Sections 1, 2, 4, 45 and 53 of the Road Traffic Regulation Act 1984 (“1984 Act”), the general effect of which is as follows:
1. Vary the Traffic Regulation Orders specified in Schedule 1
2. Prohibit any person from causing any vehicle to wait at any time on the lengths of roads specified in Schedule 2
3. Prohibit any person from causing any vehicle to wait between the hours of 8am-4pm Monday to Friday inclusive on the lengths of roads specified in Schedule 3
4. Limit the waiting of vehicles to 30 minutes with no return within 1 hour Monday to Saturday inclusive between 9am – 5pm on the lengths of roads specified in Schedule 4
5. Designate the lengths of roads specified in Schedule 5 as Disabled Persons Parking Places
6. Designate the lengths of roads specified in Schedule 6 as a Loading Bay between the hours of 7am-11am Monday to Saturday inclusive
7. Limit the waiting of vehicles to 30 minutes with no return within 1 hour Monday to Saturday inclusive between 11am-6pm on the lengths of roads specified in Schedule 6 The Order will come into operation on 7th April 2017
Any person wishing to question the validity of the Order or of any provision contained in it on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act, 1984 or on the grounds that any requirement of that Act or of any instrument made under it had not been complied with in relation to the Order, may within six weeks from 7th April 2017 apply to the High Court for this purpose
S CHEDULE 1 – Variation
The “Rhondda Cynon Taff County Borough Council (Prohibition and Restriction of Waiting and Loading and On Street Parking Places) Consolidation Order 2012” shall be varied in that the orders referred to in the Schedule of Orders listed below, shall now read:
1. “Rhondda Cynon Taff County Borough Council (Various Streets, Pontyclun) (Revocation, Variation, Prohibition of Waiting At Any Time, Limitation of Waiting, Bus Stop Clearway, Prohibition of Loading and Unloading and Residents Parking) Order 2011” shall be varied in that a. item K Part 3 of the Schedule, Prohibition of Waiting At Any Time, shall now read: ‘the north eastern side of Station Terrace from a point opposite the north western boundary of No. 13 north westwards to the bridge deck a distance of 78 metres”
b. Item A Part 5 Limited Waiting relating to the lay by fronting the Masonic Hall shall be removed from the schedule
2. “Rhondda Cynon Taff County Borough Council (Cowbridge Road, Pontyclun) (Prohibition of Waiting At Any Time, Disabled Parking Bays, Limitation of Waiting) Order 2011” shall be varied by the removal of the following items:
a. Items A and B Part 2 of the Schedule
b. Items B and D Part 3 of the Schedule
c. Item A Part 4 of the Schedule
SCHEDULE 2 – Prohibition of Waiting At Any Time
1. Both sides of Clos Brenin from its junction with Cowbridge Road north westwards for a distance of
28 metres
SCHEDULE 3 – Prohibition of Waiting Monday-Friday 8am-4pm
1. The eastern side of Heol-Y-Felin from a point 10 metres south east of its junction with Cowbridge Road southwards for a distance of 40 metres
2. The south western side of Palalwyf Avenue from a point 5 metres north west of its junction with the Unnamed Road between No.18 and 19 south eastwards for a distance of 17 metres
3. Both sides of the Unnamed Road between No 18 and 19 Palalwyf Avenue from its junction with Palalwyf Avenue south westwards for a distance of 5 metres
SCHEDULE 4 – Limitation of Waiting Monday to Saturday 9am-5pm 30 minutes No Return within 1 hour
1. The south western side of Cerdin Avenue from a point 10 metres south east of its junction with Cowbridge Road, south eastwards for a distance of 17 metres
2. The north western side of Cowbridge Road from the common boundary of No. 10 and 12 south westwards for a distance of 24 metres
3. The south eastern side of Cowbridge Road from a point 12 metres south west of the common boundary of No. 13 and 15 south westwards for a distance of 17 metres
SCHEDULE 5 – Designated Disabled Persons Parking Places
1. The north western side of Cowbridge Road from the common boundary of No.10 and 12 north eastwards for a distance of 7 metres
SCHEDULE 6 – Shared Loading Only Monday-Saturday 7am-11am and Limited Waiting 11am- 6pm Monday-Saturday 30 minutes No Return Within 1 hour
1. The south eastern side of Cowbridge Road from a point 1 metre north east of the common boundary of No. 13 and 15 south westwards for a distance of 13 metres
