Conditions not being adhered to 3 days into the start of building Cwmaman School

The conditions clearly say,

“It has also specified that HGV movements associated with construction activities and deliveries to the site will take place between 09.30 – 12.00 and 13.00 – 15.00 hours.

The Transportation Section is satisfied that this effectively prohibits large deliveries /construction traffic during the critical school run hours.”

We are informed that “No dust suppression or vehicle wheel washing plant being deliverd in the area and parked up till they can go on site after 9-30 am at time of the school run I have attached date & time stamped photos and this low-loader is parked up were the school coaches park up in the morning to load up so causing even more foul up of the traffic”

So why is the labour controlled Rhondda Cynon Taf council allowing this only 3 days into the contract where are the local labour councilors allowing this to happen?
