The National Assembly Committee on Children, Young People and Education, has published its Stage 1 report on the Additional Learning Needs and Education Tribunal (Wales) Bill.

The Bill’s purpose is to make provision for a new statutory framework for supporting children and young people with additional learning needs, as well as retaining the Special Educational Needs Tribunal for Wales, which will change to be called the Education Tribunal for Wales. This tribunal allows children, parents and young people to contest decisions made about their or their child’s additional learning needs.

The Stage 1 report sets out the Committee’s recommendations for the Bill before debate in the Assembly. It gives 48 recommendations including a clarification of the definition of Additional Learning Needs and that the Minister make clarifications on aspects of the Bill during the Stage 1 debate.
