Rhondda Cynon Taf Council Salaries
Members’ salaries will be paid two weeks in advance and two weeks in arrears over the period of appointment. All Members will be paid an annual payment of £13,175 per annum (a ‘Basic Salary’).

The Authority confirms that the maximum limit of Senior Salaries, being 19 posts, set for the Council by the IRPW has not been exceeded. The Authority does not pay more than one Senior Salary to any individual Member.

Members of the Authority’s Standards, Audit, Overview and
Scrutiny and Education Scrutiny Committees will be paid as follows: Chair,
Standards Committee £256 daily fee, (£128 for ½ day)
Ordinary member, Standards, Education Scrutiny, Overview and Scrutiny & Audit Committees £198 daily fee, (£99 for ½ day) more than one Senior Salary to any individual Member.

The Coopted Members of the Authority’s Standards and Audit Committees who will be entitled to receive payments in 2012/13 are yet to be appointed at the time of publication of this Schedule.

Payments are capped at a maximum of the equivalent of 10 full days a year for each committee to which an individual may be coopted.

Payments are for meeting time only and include time spent on preparation and travelling. For the purposes of claiming:
• A half day meeting is defined as up to 4 hours; A full day meeting is defined as over 4 hours

REIMBURSEMENT OF TRAVEL AND SUBSISTENCE EXPENSES
Subsistence Allowance
Day allowance for meals (to include breakfast when not provided as part of overnight accommodation), £28 per day (payable on production of receipts for undertaking official business)

Overnight Allowance
London (up to a maximum) £150
Cardiff (up to a maximum) £120
Elsewhere (up to a maximum) £95
If staying with friends or relatives (up to a maximum) £25 per night
N.B. Wherever possible overnight accommodation will be reserved and paid for by the Authority itself.

Mileage Allowances (HMRC Rates)
All Vehicle sizes 45p per mile (up to 10,000 miles), 25p per mile (over 10,000 miles)
Passenger 5p per mile per passenger
Motorbike 24p per mile
Cycle 20p per mile

RECORDS
The Authority will keep a record of payments made in accordance with the IPRW Regulations. These records may be inspected by a local government elector for the area of the Authority at all reasonable times and arrangements for such inspection must be made with the Group Director, Corporate Services. For a fee, copies of these records can be provided to such Local Government electors.
